Important Information

Joining a returning resident to health insurance
A returning resident who is more than 12 payments late to the National Insurance Institute will be entitled to health services in Israel only after a waiting period of up to 6 months
The waiting period can be redeemed by paying NIS 13,740 (as of January 2023)

soldiers
- A soldier in mandatory or permanent service will receive medical services from the IDF and not through the health insurance funds. Permanent soldiers are exempt from paying health insurance premiums.

Children
- Every child, from the day they are born, is automatically associated with the health fund in which the parent who receives the children’s allowance for him is insured.

Children of returning residents
- Up to the age of 18, children of returning residents are entitled to health services, provided that their parents were recognized as Israeli residents after their return to Israel, even if the parents are temporarily not entitled to medical services and are in a waiting period.
- Any expenses incurred for the purchase of medical services for children will be returned to the parents, provided that there was an application to the National Insurance Institute for residency prior to receiving the paid medical services.
- If the expenditure was made before contacting the National Insurance – the money will not be returned.
An Israeli resident who has stayed or is staying abroad
- As long as a person considered a resident of Israel according to the National Insurance Institute pays health insurance premiums, he is entitled to health services in Israel, according to the State Health Insurance Law.
- Returning residents who have not paid insurance or have ceased to be residents of Israel, will be entitled to health services in Israel only after a waiting period that includes a continuous stay in Israel (departures abroad during the waiting period extend the period). The minimum waiting period is two months and the maximum waiting period is 6 months. The period can be redeemed by payment.

New immigrants
- New immigrants are asked to register with the health insurance fund of their choice.
- You can register for a health insurance fund with the admission counselors at the airport when you arrive in Israel, or at a later date at the Postal Authority branches (registration at the post offices involves a nominal fee).
- If you do not register at the airport or at the post offices, you can register through the National Insurance website, and this only after 3 weeks have passed from the day of arrival in Israel. - Immigrants who did not register within 90 days from the date of immigration will only be able to register at the National Insurance branch in their area of residence.

- Immigrants who have no income or whose income is less than NIS 594 per month (as of 2023) are entitled to an exemption from paying health insurance premiums for six months from the day they received immigrant status.

A returning resident who lived in a treaty country
- A resident of Israel who left the country and lived in one of the countries that signed a social insurance treaty with Israel, and then returned to the country to live there, will be entitled to an old-age pension in accordance with the conditions of eligibility, and in accordance with the following rules:

Benefit rates

The process of exercising the right
- A claim must be submitted on a claim form for a special veteran’s benefit.
- The following documents must be attached to the claim form:
- Employees will attach payslips or employer certificates from each period of employment and in particular from the two years prior to filing the claim.
- Employees who have stopped working, or whose scope of work has been reduced, will attach an employer’s confirmation to that effect.
